Eligible dependents of service members and Department of War civilians on official travel to Germany, Japan, and the Republic of Korea must possess a Special Issuance Passport (SIP) or a No-Fee Regular (Blue) Passport.
UPDATE (23 September 2025):
The Department of War Passport Services Division (PSD) has granted a 120-Day Grace Period (through 9 January 2026) allowing military and civilian dependents to continue using a Regular (Blue Tourist) Passport for official travel to Japan and the Republic of Korea.
